CABE Building Inspector Competence Assessment Scheme Revalidation Process
CABE’s Building Inspector Competence Assessment Scheme revalidation process is approved by the Building Safety Regulator (BSR).
Revalidation ensures that as Registered Building Inspectors (RBIs) you continue to demonstrate and maintain professional competence. The revalidation process takes a whole scheme approach – combining assessment, self-reflection, and Continuous Professional Development (CPD) – to help manage and evidence the ongoing maintenance of your competence.
Every RBI has to apply for revalidation every four years to maintain certification with CABE and registration with the BSR.
Core Principles of Revalidation
CBICAS Revalidation focuses on managing competence holistically rather than re-testing technical knowledge from scratch. It integrates:
a four-year revalidation assessment, evaluating how your competence has been maintained and developed.
This process ensures that competence is continuously demonstrated through structured professional activity and not just during the revalidation assessment.
Revalidation Components
You will be asked to compile a Revalidation Submission Portfolio, including:
1. Professional Logbook
An ongoing record maintained annually, containing:
details of positions held
types of work undertaken
project logs and reflective notes on key learning or supervised work; and
a summary of annual CPD and development activities.
2. Updated Curriculum Vitae
A current CV covering your:
professional experience, qualifications, and memberships
education and training
references; and
contact information.
3. Personal Statement
A reflective narrative detailing how you have maintained, managed and developed your knowledge over the four-year certification period.
4. Competence Statements
You will need to prepare six statements (400–700 words each) that:
provide evidence-based examples that reference how you met the competencies within the CABE Building Inspector Competence Framework (BICoF); and
demonstrate the development and application of the competence throughout the revalidation period.
It should address the five CBICAS core competency areas:
A – Technical
Knowledge
B – Application of Building Control Law and Practice
C – Management
D – Interpersonal Skills
E – Professional Commitment, Ethics, and Safety.
5. CPD and PDP Record
You will need to submit a log of your:
CPD activities, including learning outcomes and reflections
annual PDPs linked to self-assessments; and
certificates or evidence of your relevant training.
Assessment Process
Revalidation follows a four-stage assessment model:
Key Timelines and Preparation Guidance
Applications open: June 2027.
Processing time: Typically, 12-16 weeks from submission.
Preparation period: Most CBICAS members have 2.5-3 years to prepare for revalidation.
Apply at least six months in advance of certification expiry.
CABE encourages you to start assembling your professional logbooks and to use the new CPD recording platform (mycareerpath®) available to CBICAS members from winter 2025/2026 to streamline your evidence collection.
Supporting Systems and Tools
CABE Competence Management System (CMS): facilitates annual self-assessment, PDP development, and reflective practice tracking.
New CPD Recording Platform (mycareerpath®) – winter 2025/2026: enabling you to link CPD activities directly to the BICOF, and helping you to reflect on your individual learning.
Mentoring and Support: CABE is developing a mentoring system to pair experienced professionals with candidates and inspectors preparing for scope extensions or revalidation.

The CBICAS Revalidation Process is designed to:

ensure consistency and accountability among Registered Building Inspectors.
support inspectors through structured CPD and development tools.
maintain alignment with the Building Safety Regulator’s competency framework and Engineering Council standards.
By embedding reflective practice and professional development into everyday work, CABE ensures that CBICAS remains a robust and credible route for you to demonstrate professional competence in building control.
