Meet our Team

The role of CABE’s Presidential Team and Board is to set out the strategic objectives and aims of the Association and to ensure their delivery.
All representatives on the board are members of CABE are nominated to the position by Chartered Members. They represent a mixture of views from different specialities and areas across the industry making sure there is a variety of perspectives to help shape CABE’s unifying voice.
Patron
Lord John Lytton BSc FCABE (Hon) IRRV FRICS
In his role as patron of CABE, Lord Lytton acts as an influential figurehead, creating valuable partnerships with organisations across the globe through his extensive network of industry and Governmental contacts and assisting the Association in raising
its profile and influence within the building and construction industry. Lord Lytton is a leading chartered surveyor and an active contributor to the House of Lords.
He is chairman of the boundaries and party walls professional panel of the Royal Institution of Chartered Surveyors and a Vice Chairman of the All Party Parliamentary Group for Excellence in the Built Environment as well as being newly appointed to the
House of Lords Information Committee. He has been an Honorary Fellow of ABE since 1997, and CABE since its formation in 2014.

Zoe Cox | President
BSc (Hons) IEng PCABE C.Build E FCABE
Zoe has spent over 20 years in the construction industry, including local authority building control and the academic and university sectors. Currently, she is employed as Technical Training Director at Socotec, leading the training in diverse subjects such as building pathology, building control, fire engineering and health and safety. Prior to that, Zoe also worked as Head of Training and Development at Quadrant Building Control, and at Sheffield Hallam University as Course Leader in the Department of Natural and Built Environment.
Zoe has always been an active member of CABE, first elected to the CABE Board as an Ordinary Board Member in 2007 and, having served her tenure, was then co-opted back onto the Board in 2020. She was awarded Fellow Chartered Building Engineer in 2014 and has since been a professional interview panellist for CABE, covering both professional membership applications and for CBICAS on all building types.

Veronica Fiore | Vice-President
IEng VPCABE C.Build E FCABE
Currently employed as Associate Director at Hunters, Veronica is professionally qualified as FCABE Chartered Building Engineer, Incorporated Engineer, a Class 3-registered building inspector and Associate Member of RICS. She has 20 years of experience in the residential, industrial, commercial, institutional and environmental sectors, and for the past seven years, has been focusing upon complicated engineering proposals on London-based projects.
In addition, Veronica is a member of Women in Science and Engineering. She presents the UK model in technical tables with Italy and the European Parliament, has spoken and presented at international conferences and lectured in building pathology in 2023 and 2024. Veronica is also a Mental Health First Aider.
As well as serving on the CABE Board since 2022, Veronica has been a member of the MPSC since its inception in 2019, of which she is extremely proud.
Veronica strongly believes in the importance of supporting colleagues and professionals from different backgrounds and is passionate about being able to support CABE in shaping the future of the industry and professional membership.

Richard Harral BA BArch FCABE
Chief Executive
Richard Harral trained as an architect. He is a Fellow Chartered Building Engineer and is currently the Chief Executive of the Chartered Association of Building Engineers (CABE), a professional membership organisation for construction professionals
utilising engineering techniques to design, assess or operate buildings. He has worked in both public and private sector practice and he has extensive experience in construction and building regulation policy. Richard worked
for 10 years within the Building Regulations Division of DCLG (now MHCLG) as a policy lead and then Head of Technical Policy.
Richard has been directly involved in developing new frameworks for building safety competence as a member of the Competence Steering Group (CSG) and working groups looking at competence for Engineers, Designers and Architects
and Building Control Professionals. He was technical author of BSI 8670 which sets out core criteria for behavioural and technical competence for building safety in the built environment. He is chair of CPB-1, the British Standard
committee on competence standards for the Built Environment and is a member of the Building Safety Regulator’s (BSR) Industry Competence Committee (ICC).

Sharon Spice
Membership Director
Sharon brings over 25 years of marketing, brand and business experience to CABE, working in a multitude of sectors including professional services, civil engineering, technology start-ups, asset rental and finance and many more. She
also offers experience in directing many other disciplines including business development, client services and early-careers talent outreach. She has recent experience of working in several international markets including Southeast
Asia, South Asia, Africa, Middle East, Europe and Greater China. Sharon also, chaired Access Accountancy, a charity designed to improve the opportunities for those from lower socio-economic backgrounds to gain access to work experience
in professional service firms. She also led on several equality, diversity and inclusion initiatives across the sector and across the globe and supported many other third-party diversity programmes, as well as leading on a brand-new
initiative to improve life-skills for young people living in social mobility cold spots.
Amy Chatfield
Head of Membership Services
Amy leads the Membership Team, which is responsible for all membership processing, professional interviews for CABE Chartered Membership and registrations for both the Engineering Council and Society for the Environment. With a strong
background in customer service, Amy joined CABE in 2015. She has held a variety of positions, including roles in the Publications Team – working on the building engineer journal – and the Events & Marketing Team. After building
extensive knowledge of the membership journey, she moved into the Membership Team in 2018; since then, she has worked continuously to improve processes, ensuring that the Association provides excellent customer service to all new
and existing members. Alongside her role as Membership Services Manager, Amy is a trained Mental Health First Aider (MHFA), providing wellbeing support for her colleagues, and she holds a Level 4 Diploma in Management and Leadership.

Laura Richardson CMgr MCMI

Laura has been with CABE since 2018 when she joined as PR and Communication manager. She is responsible for implementing the communications strategy across the Association’s communication streams including PR, Marketing, and Digital
Infrastructure functions. She joined CABE from Booker, where she gained experience in website marketing and design. Along with her previous experience working in publications and marketing roles in the construction industry she
brings a lot of skills and strengths to the team.

CABE provides a range of services to our members and the wider industry to assist in the expansion of knowledge in respect of the built environment. Our Training and Learning Team are at the forefront of ensuring our members are supported
on their competency and career journey throughout their membership.
Kirri Porter-White
Head of Competence & Learning
Kirri has been with the Association since 2015, and as the Head of Competence & Learning has a passion for the maintenance and development of members’ competence, highlighting the significance of CPD and the value it has
in professionals’ careers. She is responsible for the development and deployment of CABE’s training and learning infrastructure, focussing on technical competency, ethics and soft skills. Alongside which, she facilitates
the annual CPD Auditing processes. Kirri has a particular drive for accessibility in regards to learning, ensuring CABE upholds its responsibility to support and encourage everyone to achieve and develop.
Hywel Davies
Head of Technical Insight
Hywel Davies is an independent expert in building safety regulation and building performance and Head of Technical Insights at CABE. In recent years his work has focused particularly on Building Regulations and building safety
reform, construction product testing, certification and regulation. He has also worked extensively on ventilation and health risks in buildings and on net zero buildings. He has been closely involved in the development of the
new building safety regime and its practical implementation, leading the working group that developed the recent CLC guidance on the Golden Thread. Hywel chaired the expert group review of the Approved Documents which contributed
to Dame Judith Hackitt’s independent review of Building Regulations and Fire Safety, and was a contributor to the Morrell Day review of construction products testing. He is a member of the Building Advisory Committee of the
Building Safety Regulator and is closely involved in development of British, European and International standards for digital information management and data exchange, chairing the BSI committee.

Rosemary Brewill
Academic Partner & Regional Lead
Rosemary joined CABE in April 2022 as the Regional Services Co-ordinator and brought management experience from the private sector of contract catering, and more recently working as an Administration Manager for 18 years in
a large Secondary school. Her career progression to date has provided her with a wealth of knowledge and experience, and the ability to communicate on every level. Rosemary also takes on the coordination of our Academic
Partners and works alongside them and the Regions.

Carl has worked both private practice and in-house roles, within the sectors of welfare law, housing law, debt law, consumer law, compliance law, and commercial law. Joining CABE in 2018 from Dixons Carphone, Carl
is responsible for the Association’s internal legal provision, disciplinary and complaints procedure, IT function, governance and compliance and is also CABE’s Data Protection Officer.

The finance team manages the day-to-day financial responsibilities for the Association to ensure CABE meets its strategic objectives.
Carrie Duffield
Head of Finance
Passing her AAT Professional Diploma in Accounting in 2017, Carrie become a Fellow Member of the Association of Accounting Technicians in November 2022. Originally working as Office Manager for a family
business, she has worked at a senior level in finance since 2015. During this time, she has gained significant experience including in commercial forecasting, income and expenditure. With her wealth
of knowledge in analysing large amounts of financial data, and her advanced knowledge of excel, she will help to modernise CABE’s financial systems and develop its finance processes.

CABE Hong Kong office opened in 2020, strengthening the links between CABE Head Office and CABE members in the Asian Pacific region. CABE Hong Kong aims to share knowledge, raise standards and develop professionals
throughout the global construction industry and the Hong Kong Chapter Committee and the Hong Kong office staff are dedicated to provide CABE services for members and professional colleagues in the region.
Vivian Sie BA (Hons) MA MSc
General Manager
Vivian is the General Manager of CABE Hong Kong Chapter responsible for daily operation, enhancing communication with members and working partners, upholding the reputation of one of the international
recognised associations in Hong Kong and beyond.Before joining CABE, Vivian had experience in the areas of corporate governance and public sector management where she was instrumental in providing
efficient secretarial support to a local leading professional institute and a regulatory body. Her remit included membership processing and benefits, media relations, disciplinary proceedings,
set-up of Biennale Foundation and Beijing Representative Office, key event planning and execution. After graduating with BA honours in translation, Vivian obtained a distinction in the Master
of Arts in International Communication from the Macquarie University, Australia. She has a Master of Science in Public Sector Management.
