Meet Our Team

The role of CABE’s Presidential Team and Board is to set out the strategic objectives and aims of the Association and to ensure their delivery.

All representatives on the board are members of CABE are nominated to the position by Chartered Members. They represent a mixture of views from different specialities and areas across the industry making sure there is a variety of perspectives to help shape CABE’s unifying voice.

On a day-to-day basis the Association is run by the Senior Executive Team and the staff at Lutyens House, so if you have any questions please get in touch.

Lord Lytton - CABE Patron

In his role as patron of CABE, Lord Lytton will act as an influential figurehead, creating valuable partnerships with organisations across the globe through his extensive network of industry and Governmental contacts and assisting the Association in raising its profile and influence within the building and construction industry.

Lord Lytton is a leading chartered surveyor and an active contributor to the House of Lords. He is chairman of the boundaries and party walls professional panel of the Royal Institution of Chartered Surveyors and a Vice Chairman of the All Party Parliamentary Group for Excellence in the Built Environment as well as being newly appointed to the House of Lords Information Committee. He has been an Honorary Fellow of ABE since 1997, and CABE since its formation in 2014.


Jayne Hall, BSc (Hons) PCABE FCABE – President

Jayne is an experienced Building Surveyor with a demonstrated history of working in the construction industry. Jayne worked as an architectural technician before establishing her own architectural design and way-finding consultancy. She transferred her skills to Building Control in 2003 and was promoted to Building Control and Land Charges Manager at West Somerset Council. She is currently Building Control and Planning Enforcement Manager at South Gloucestershire Council. As a woman in construction she is keen to promote and encourage girls to consider construction and engineering as a worthwhile and rewarding career.



Stewart C McArthur BSc (Hons) VPCABE FCABE RICS Dip BC – Senior Vice-President

Stewart has 30 years’ experience in the house building industry. He has a degree in Fire Risk Engineering from Glasgow Caledonian University. During his studies he also attended seminars at Maryland University and had the privilege of being tutored by some of the most widely respected experts in the fire engineering sector.

Stewart began his career in building standards before moving into the warranty sector. He also has recent experience as a site manager. This broad experience has given him a greater understanding of the house building industry from all perspectives.He has been a member of CABE since 2001 and has played an active part in the regional committee for the past ten years as Chairman of Scotland Region. He is now Vice President and will begin his Presidential Year in May 2021.


Joseph Birt C Build E VPCABE FCABE  Vice-President

Joseph Birt worked for 22 years within Local Authority Building Control in various posts; the latter 12 years as ‘Specialist Support Officer’ for a Cluster of Councils, which included responsibility for advising on Fire Safety aspects of the Building Regulations. He is Chartered Building Engineer, active within his Region, as current Treasurer and past Chairman of the ‘NI Region’, and now the Technical Director at QUAM Consulting Ltd.

Joseph is also a Director of the ‘William Keown Charitable Trust’, which champions equality in the built environment and celebrates the achievements of people with disabilities; he was twice been elected as Chairman of the ‘NI Fire Safety Panel’. By Ministerial Appointment he served two terms on the NI’s BRAC ‘Building Regulations Advisory Committee’ where he contributed to the development of the current NI Building Regulations.


Ant Burd FRICS MIFireE FCABE  Past President

Since 2014 Ant has headed up the Built Environment Sector at BSI, the UK’s national standards body, as Associate Director. Ant leads a team overseeing BSI’s construction and fire-related technical committees; he also has responsibility for BSI’s built environment sector publishing programme.

Ant has more than 30 years’ experience in the industry, having worked as both an enforcer and then head of technical policy for the English Building Regulations. Ant has considerable experience in working directly for UK Government Ministers, Senior Government Officials and representing the UK at European Commission level on construction related discussions and negotiations. Ant is also a member of the Government’s statutory Building Regulations Advisory Committee (BRAC).

Dr Gavin Dunn BSc (Hons) MSc PhD FCABE
Chief Executive


Originally trained as an Architect, Gavin initially practised in North America with a large construction engineering consultancy before returning to the UK to specialise in the energy and environmental performance of buildings in 1998. Gavin advanced this specialism through positions at the Welsh School of Architecture as a researcher and Elmhurst Energy as Operations Director where he helped develop some of Europe’s leading building energy certification and labelling systems.In 2013 Gavin was appointed Director of Building Performance at the Building Research Establishment (BRE) where he was responsible for a portfolio of BRE's globally leading services.

In 2018, Gavin was appointed as Chief Executive of CABE where he works to enable a professional construction sector that works to create better, safer and more sustainable buildings that enhance people’s lives.Gavin is a member of the Building Regulations Advisory Committee (BRAC).

Jackie Macaulay
Chief Operations Officer


Jackie is responsible for all aspects of the organisations operations and internal processing. Her remit includes compliance, legal services, HR, OD & change management, IT, facilities, PR & communications, membership processing and deputising for the CEO in his absence.

Her experience spans a range of manufacturing, construction and not-for-profit organisations with her first Director position as HR Director for Electrolux in 2004. Jackie has worked across the UK, Ireland and internationally across Europe and Asia managing diverse and multi-disciplined teams. She brings to CABE the senior expertise that will develop the organisation as it moves forward with its modernisation and development strategy.

Richard Harral BA BArch FCABE RIBA
Technical Director


Richard trained as an Architect at Newcastle University prior to working for Cumbrian County Council Design and Build, Ushida Findlay Architects and Bushcow Henley Architects before running his own private practice for four years. In 1997, he became Principal Architect at the Department for Communities and Local Government and then head of Technical Policy in the Building Regulations Division in 2014.

Richard was responsible for the development and introduction of Optional Requirements into the Building Regulations, including the development of age-friendly and wheelchair housing standards in Part M (Access to and use of buildings). He also oversaw the development and introduction of the Nationally Described Space Standard and new regulations for domestic security standards in Part Q of the Building Regulations.

John Barfoot FCABE
Learning, Education & Academic Director


John is a Fellow of CABE, a Chartered Surveyor and a Senior Fellow of the Higher Education Academy. He has worked as a quantity surveyor, project manager and at director level for contractors, developers and other large firms in the UK and internationally. After 25 years John left industry to join academia, working in further education at Highbury College Portsmouth and then in higher education in 2009, becoming Head of Design and the Built Environment at Solent University.

While at Solent John was responsible for an academic team with over 500 full and part-time students and apprentices. John developed partnerships with employers, professional bodies and other universities in the UK and overseas and he was at the forefront of the university’s higher and degree apprenticeship programme development. Having served on the CABE board for two years, John joined the Executive Team in order to develop our educational offering, along with strengthening our partnerships with academic institutions.

Ian McLaughlan - Head of Membership 

Ian joined CABE as the Head of Membership services after recently arriving back to the UK from New Zealand. Ian is experienced in customer service, business development and working within not-for-profit membership organisations. He has a strong background in people and change management with professional training and coaching skills. In New Zealand, Ian was Training and Development Manager of the National Restaurant Association, a position that encompassed membership training for the industry, apprenticeships and management. Whilst in this role, Ian was responsible for the design, implementation and quality assurance of all training. Before his move to New Zealand, Ian was a Quality Assurer for a large national apprenticeship provider and managed the quality of academic delivery within a large team of assessors.

Communications Team

The Communications team deliver vital resources, news, and information to our membership, keeping them up-to-date with industry changes, standards, and opinions. This is done through direct contact with our membership, delivering our monthly journal, BuildingEngineer, and organising our annual Built Environment Conference and Awards.


Laura Richardson - Head of Communications 

Laura has been with CABE since 2018 when she join as PR and Communication manager. She is responsible for implementing the communications strategy across the Association’s communication streams including PR, Marketing, Events and Digital Infrastructure functions. She joined CABE from Booker, where she gained experience in website marketing and design. Along with her previous experience working in publications and marketing roles in the construction industry she brings a lot of skills and strengths to the team.

Training, Learning, Regional & Academic Team

CABE provides a range of services to our members and the wider industry to assist in the expansion of knowledge in respect of the built environment. Our Training, Learning, Regional & Academic team facilitate this by ensuring opportunities such as our suite of regional conferences, annual conference & exhibition, training courses, local/regional CPD and our 12 UK & ROI regions run smoothly and offer the highest possible quality in their delivery.


Kirri Porter-White - Training and Learning Development Manager 

Kirri joined the Association in 2015 working within the Regional Services and Training team to provide support for the regional committees and helping to implement the expansion of the buildeng Regional Conference programme which now encompasses all of our 12 regions in the UK and Ireland. Kirri is responsible for the development and deployment of CABE’s training and learning infrastructure, as well as working with the Learning, Education and Academic Director on academic accreditation and relationships with Universities.

Operations Team

The Operations Team are involved in the day-to-day activities of the Association, to ensure the smooth running of all CABE’s activities, including Finance, IT, Legal and Facilities. 


Rachael King - Head of Finance

Rachael joined CABE in August 2019 as Head of Finance. She is responsible for all of the organisations financial functions and procedures including management reporting, budgets and payroll. She joined CABE from Woodway UK where she worked for 13 years. She held a number of roles there starting from Finance Assistant and moving up to Systems and Finance Manager. She has over 20 years experience in Finance and is a valued respected member of the team.



Carl Pearson - Legal Services Manager

Carl has worked both private practice and in-house roles, within the sectors of welfare law, housing law, debt law, consumer law, compliance law, and commercial law. Joining CABE in 2018 from Dixons Carphone, Carl is responsible for providing the Association with internal legal advice on its business practices, activities and contractual relationships, development and review of various internal policies and procedures and day-to-day management of disciplinary and complaints investigations. 



Katie Di Stefano - Head of IT & Digital Infrastructure

Katie has been with the Association for a number of years. Initially, developing her experience in Marketing, but more recently, Katie has transitioned to specialise in the development and management of the Association’s digital systems. As a qualified Prince2 Project Manager, Katie has managed the recent digital transformation of CABE. This has modernised the Association by both internally, by increasing operational efficiencies and, externally by providing members and other audiences with a digitised platform in which to communicate with the Association and each other. Katie is actively involved in ensuring that strategic objectives of the Association are met and is constantly reviewing digital opportunities, along with best practice methods, to provide staff and members with the most appropriate tools, platforms and user experience.

Hong Kong Team


Vivian Sie BA (Hons) MA MSc - General Manager 

Vivian is the General Manager of Chartered Association of Building Engineers (CABE) Hong Kong Chapter responsible for daily operation, enhancing communication with members and working partners, upholding the reputation of one of the international recognised associations in Hong Kong and beyond. Before joining the CABE, Vivian had profound experience in the areas of corporate governance and public sector management where she was instrumental in providing efficient secretarial support to a local leading professional institute and a regulatory body. Her remit included membership processing and benefits, media relations, disciplinary proceedings, set-up of Biennale Foundation and Beijing Representative Office, key event planning and execution, as well as sponsorship activities. After graduating with BA honours in translation, Vivian obtained a distinction in the Master of Arts in International Communication from the Macquarie University, Australia. She is also a degree holder of Master of Science in Public Sector Management.
