Summer update from the GB Health and Safety Executive

The GB Health and Safety Executive (HSE) has released a July BSR ebulletin, a summary of which is below:
Class 3H registered building inspectors: views wanted
The Construction Leadership Council (CLC) is running an in-person workshop where Class 3H registered building inspectors are invited to attend and join the discussion on key topic areas covered by restricted functions.
The event will be in London and places are limited, so register your interest as soon as possible via the form here.
UK government announcement
As announced last week, the UK government is taking steps towards establishing a single construction regulator, with the Building Safety Regulator (BSR) functions to be taken out of HSE and positioned within a newly created arm’s length body to the Ministry of Housing, Communities and Local Government (MHCLG).
This is provisionally expected to be in place by autumn 2025.

HRB information data published
HSE has published its first set of management information data for the building control function for higher-risk buildings (HRBs) in England. The data includes the number of approval applications received, determination times, decision outcomes and the performance against time limits, and analysis showing the main reasons for rejection.
In future, this data will be released every quarter.

CROSS-UK to operate VOR
The BSR has appointed CROSS-UK to operate the voluntary occurrence reporting system (VOR), covering structural and fire safety, for the next three years. As per the BSR, VOR is an independent mechanism for professionals to confidentially report safety concerns, and its reports are anonymised and reviewed by experts to improve public safety.

Guidance given to local authorities
HSE has written to the Chief Executives of all local authorities in England to point them in the direction of guidance on multi-disciplinary teams published earlier this year by HSE. The guidance covers how the authorities can collaborate with the BSR in multi-disciplinary teams and what levels of competence should be provided.
Residential PEEPs
New regulations have been released by the UK government aimed at improving fire safety for vulnerable people in higher-risk buildings. This feeds into the already established Residential Personal Emergency Evacuation Plans (Residential PEEPs).

Carbon report for consideration
Research was carried out on behalf of the Ministry of Housing, Communities and Local Government to explore the practical and economic impact of measuring, and reducing, embodied carbon in new buildings.
The final report on that impact has been been published online.
