UK government announce package of reforms to the Building Safety Regulator

30 June 2025

The UK government has published a press release today (30 June) detailing significant reforms to the Building Safety Regulator (BSR).

In the press release, the Ministry of Housing, Communities and Local Government (MHCLG) has announced the establishment of a new arm’s length body to MHCLG to take on the functions of the BSR. Andy Roe KFSM, previously Commissioner of London Fire Brigade, has been appointed as the new body’s non-executive Chair, and Charlie Pugsley will become the new Chief Executive Officer of the BSR.

This new structure means the BSR will move out of the GB Health and Safety Executive (HSE) and is the initial step towards establishing a single construction regulator, provisionally in autumn 2025.

Reforms will also include a new Fast Track Process “which will bring building inspector and engineer capacity directly into the BSR to enhance the processing and review of existing newbuild cases and remediation decisions.”

The full press release can be read via the UK government website.
