The Building Safety (Wales) Bill has been laid before the Senedd.
The Bill, part of a wider programme of reforms aimed at improving building safety in Wales, includes the introduction of a new building safety regime which will cover not just occupation, but the ongoing management of multi-occupied buildings.
The regime will
identity those whom statutory duties are to be place
require the registration of regulated buildings with a building safety authority
confer new functions on both the building safety authority and fire safety authority
create duties to assess and manage fire safety risks in in-scope buildings
create duties to assess and manage structural safety in in-scope buildings at least 11 metres high or at least five storeys
establish rights for residents and place duties on them in respect of all in-scope buildings; and
put in place an enforcement regime enabling action to be taken if new duties are not met.
