The Ministry of Housing, Communities & Local Government (MHCLG) have released the terms of reference for the Building Control Independent Panel (BCIP), a group established in April 2025 as a result of UK government’s acceptance of particular Grenfell Tower Inquiry recommendations.

Applicable only to England, the terms of reference break down the purpose, scope, outputs and commitments of the BCIP, which has been tasked with exploring a wide range of questions covering the building control sector and construction industry, as well as the ones suggested by the Inquiry.

The five members of the BCIP are:
• Dame Judith Hackitt (Chair)
• The Rt Hon Nick Raynsford
• Dr David Snowball
• Elaine Bailey
• Ken Rivers

To read the published terms of reference for the panel, access the guidance online.
