CABE New Build Award 2020 Winner

The Association is delighted to congratulate OPCC and Devon & Cornwall Police for winning the New Build Award.

Presenting the Award is Cordek Ltd. – providing the community with technical solutions through innovative thinking.

Project: This new build features advancements in design, creating a fully equipped police station with modern technologies and built to increase the health and safety of both staff and internees alike. As the building is publicly accessible and needs to accommodate society's most vulnerable, quality in the development was crucial. Spread across four wings, the cells are designed for the health and safety of all, from natural light, cell choice according to vulnerability, and life-signs monitoring systems to ensure the wellbeing of individuals in custody. Staff enjoy a central glass core which allows for rest areas and engagement and information sharing, so that with over 450 officers there is a feeling of 'one team'.

A staggering 98% of waste during construction was diverted from landfill, and the building is one of the top 10% of UK sustainable buildings with a BREEAM Excellent certificate. Use of photovoltaic cells, air source heat pumps, sun tubes, intelligent LED lighting, and Passivhaus design principles maximise thermal and energy efficiency. During the build, over 300 trees were planted, engagement with the local community was high, including school visits, and programmes assisting ex-offenders from Exeter Prison. 

CABE member and building surveyor for the project, Steve Page, attended frequent Design Team meetings following the 5 Cs: Collaborate, Contain, Concentrate, Connect, and Create – meaning that through continual communication with other teams and designers, he was able to input the knowledge sharing into avoiding costly changes, ensuring longevity, and helping to build a strong ethos of collaboration.
