Consultation on the New Building Control Regime for Higher-Risk Buildings and Wider Changes - Wales

28 March 2025

The Welsh Government has issued a consultation on proposed changes to the building regulations and its associated regulations. The consultation has been developed as part of the Welsh Government’s next step in adopting principles and legislation from the Building Safety Act 2022.

The consultation focuses on:

  • the introduction of duty-holders

  • changes in the building control approval system and the proposal to introduce a series of gateways

  • a system for mandatory occurrence reporting

  • the requirements around producing and maintaining a golden thread of information in relation to higher-risk buildings

  • the introduction of compliance and stop notices

  • changes to local authority higher-risk building work and the potential for conflict of interest, and

  • wider changes to building regulations and the transitional provisions that may arise.

More information and to take part in the consultation visit the Welsh Government website.

The consultation closes on 25 May 2025 and Building Engineers are encouraged to take this opportunity to have their say on the future on Building Control in Wales.

A webinar providing an overview of the proposals and an opportunity to ask questions will be hosted on 10 April. To register your interest e-mail enquiries.brconstruction@gov.wales
