UK Government Publishes New Building Control Guidance - England

28 March 2025

The UK Government has published four new pieces of building control guidance. The new guidance replaces the previous suite of information for building control applications relating to higher-risk building and is available to view on the UK Government's website.

  1. Building control approval for higher-risk buildings - providing information on how to apply for building control approval from the Building Safety Regulator (BSR) in order to construction or undertake construction work on a higher-risk building.

  2. Preparing information for a building control approval application providing information on how to prepare the information you need to submit to the BSR when you apply, or undertake building work on a higher-risk building.

  3. Making changes to a higher-risk building project - explaining what you need to do before changing a project that has already been approved by the BSR.

  4. Applying for a completion certificate - providing guidance on how to apply for a full, or partial, completion certification after completed of building work on a higher-risk building.

Commenting on the new guidance the BSR says “this new and improved content represents a step change for users. It will better support the needs of those preparing to apply, and applying for building control approval with BSR. This in turn should improve the quality of the applications we receive”. I do hope that is right, given the time it has taken to get this guidance out.

The BSR will “continue to monitor data and user feedback closely to identify further improvements that can be made to this content” in the future.
