Letter from HSE

e have received the following letter from the Building Safety Programme at the HSE regarding the ending of the extension period for Building Inspector Registration which we have been asked to share with you.

Please note:

Although it states the extension period ends on 6 July 2024, we believe the deadline is 00.00 on 6 July 2024, so you need to be registered by 23.59 on 5 July 2024.

Hi all

On the 6th April 2024, BSR extended the period for competency assessment in England until 6th July 2024.

This allowed individuals who are not trainees but had not yet completed competency assessment to register as a class 2 or 3 RBI (and 4, if applicable) before the 6th April 2024, to register as a Class 1 and continue to undertake building control work for the class of RBI for which they are undertaking a competency assessment.

The scope of registration was temporarily extended provided individuals met the criteria set out below.

Temporary class 1 registration extension criteria:

  • you are an existing building control professional
  • you are registered as a class 1 RBI by 6 April 2024
  • you are enrolled in, and in the process of having your competency assess through one of the BSR approved competency assessment schemes by 6 April 2024. These are: www.cbuilde.comwww.thebscf.org or www.ttd-education.org
  • a scheme provider has not told you that you have not passed your competency assessment for a second time If you meet the above criteria you will be allowed a period of 13 weeks, from 6 April to 6 July 2024, to complete your competency assessment and upgrade your registration to class 2 or 3 (and 4, if applicable).


I am writing to remind the profession that if individuals do not successfully complete their Building Inspector Competence Framework (BICoF) competency assessment and upgrade their registration class by 6th July 2024, they will not be able to continue to undertake regulated building control activities without supervision. This is an important message for both building control bodies and individual RBIs.

From 6 July 2024 they will be treated as a class 1 trainee RBI, and only able to work under supervision, until they have successfully completed their competency assessment. BSRs position on supervision is set out at Registered building inspectors - GOV.UK (www.gov.uk).

BCBs are responsible for ensuring that if a RBI is not suitably competent and registered to undertake restricted building control activities, they do not carry out the work or suitable supervision arrangements are in place.
